CONSIDERING
I
That the Political Constitution of the Republic of Nicaragua in its Article 119, establishes that education is an indeclinable function of the State. It is up to him to plan, direct and organize it. The national education system functions in an integrated manner and in accordance with national plans. Its organization and operation are determined by law.
II
That Law No. 89, Law of Autonomy of Higher Education Institutions, establishes that the National Council of Universities is a coordinating and advisory body for the Universities and the Center for Higher Technical Education and that it has, among other powers, that of ensuring that these entities respond to the training of professionals, complying with the purposes and objectives of the Nicaraguan Higher Education Institutions and respecting the principles of the New Education, established in the Political Constitution of the Republic of Nicaragua.

That it is necessary to approve an updated law on the recognition of degrees and academic degrees, in accordance with national legislation and international instruments to which Nicaragua is a State Party, as well as the creation of the National Registry of Academic Degrees and Degrees that contributes to the legal certainty of these important instruments for our professionals.

That in accordance with Article 33, numeral 4) of Law No. 606, Organic Law of the Legislative Power of the Republic of Nicaragua, is attribution of the National Assembly, by express competence assigned to it by the Political Constitution “Prepare and approve constitutional laws, laws and legislative decrees, as well as reform and repeal existing ones”.

CHAPTER I
PURPOSE AND SCOPE OF APPLICATION
Article 1 Purpose
The purpose of this Law is to regulate the form of issuance of degrees and academic degrees awarded by Universities, Higher Technical Education Centers and Institutions empowered to issue them and the creation of the National Registry of Academic Degrees and Degrees, awarded both at the national as well as abroad.
Article 2 Scope of application
Subject to the application of this Law, all Higher Education Institutions, public, private and community, legally established and authorized by the National Council of Universities (CNU), Higher Technical Institutions and Institutions empowered to issue degrees and academic degrees and to all national or foreign persons who request the national recognition and incorporation of degrees and academic degrees abroad awarded.
CHAPTER II
ISSUANCE, CONTENT AND SECURITY MEASURES OF ACADEMIC DEGREES
Article 3 Power to issue degrees and academic degrees
The Institutions of Higher Education, Higher Technical Education and Institutions empowered to issue degrees and academic degrees, in accordance with the corresponding laws, are the only ones empowered to issue and grant these degrees and academic degrees.
Article 4 Academic Degrees For the legal effects of this Law, the State will only recognize the following as academic degrees: 1. At the undergraduate and graduate level: a) Superior technician. b) Graduate, doctor, architect, engineer. 2. At the postgraduate level: a) Specialist. b) Master. c) Doctor.
The National Council of Universities (CNU), when ruling on the academic programs or careers of public, private and community Universities, must set the title and level of academic degree to be awarded, as provided in this article.
To start a postgraduate academic program, it will be a requirement that the interested citizen holds the corresponding degree.
